Возможно, законы и процессы, о которых мы слышим, в одних штатах, а отсутствие законодательного ограничения на возраст заключения брака - в других.

Всё может быть. Во Франции, еще лет десять назад, минимальный возраст для брака женщины был 15 лет. Потому что, когда это правило установили, это было прогрессом. Ведь в 18-м веке могли выдать замуж одиннадцатилетнюю. Теперь возраст для брака -- 18 лет для обоих полов, но это из-за того, что девушек младше 18-ти часто выдавали замуж в семьях африканского происхождения. Пришлось приспособиться, а в США возможно еще и нет. Но, насколько я понимаю, в странах, где разрешается сочетаться законным браком до совершеннолетия, брак невозможен без согласия родителей или других официальных представителей. Кстати, опять же во Франции можно эмансипироваться, чтобы жениться.

Если бы речь шла о 15 годах, то я мог бы ещё понять, хотя мне кажется, что всё равно между безответственным сексом (что не страшно) и попаданием под власть мужа (часто) разница очень велика, но 13?!

Вы безусловно правы. Очень может быть, что в тех местах, где нет минимального возраста для брака, законодатели просто об этом забыли. Законов-то очень много в любой стране и несоответствие современным морали и образу жизни "всплывает" только в свете каких-то событий или свидетельств.

Between ages 15 and 25, roughly about 10-15% of people get married. So, 0.5% is 1/20 of the typical marriage rate for young adults.

I never asked "why so many". You are probably answering to the people from BBC or whatever.
My question is of entirely different nature. I cannot admit that a deed that is simply legal in one state, may bring the person to prison for many years and, sometimes, death in prison, in another state. A crime may be punished slightly differently, ok. But what is a crime must be universal in the limits of the same country and, better still, around the "civilized" world. The existence of such a condition signifies that a critically thinking individual simply cannot allow himself to respect "the Law", that every law must be scrutinized before admitting it to the body of things to be respected, and that the law-makers cannot be trusted. The existence of such a condition means that one enters into a permanent civil disobedience.
In all that, what should be the content of a better law, what should be the age of consent and so on can be discussed. But the fact that what is not even a misdemeanor in one place cannot be a crime in another place of the same civilization, cannot be discussed.
